Climate Change Legislation Comparison
President Obama issued an executive order on May 21, 2010 that directs the National Highway Traffic Safety Administration (NHTSA) and Environmental Protection Agency (EPA) to jointly issue greenhouse gas emissions standards and fuel economy standards for medium and heavy-duty commercial vehicles. A notice of proposed rulemaking is expected to be released in July 2010. President Obama has ordered that a Final Rule on GHG emissions and fuel economy standards for medium and heavy-duty commercial vehicles be published by July 30, 2011.
Congress is also considering several pieces of legislation which contain mobile source and transportation-related provisions. These include the American Power Act introduced by Senators Kerry and Lieberman on May 12, 2010, "The Clean Energy Jobs and American Power Act" introduced by Senators Kerry and Boxer in 2009 (S. 1733), and the "American Clean Energy Security Act of 2009" introduced by introduced by Congressmen Waxman and Markey (H.R. 2454).
